Crime scene pictures will be exempt. Harvey Glatman (serial killer late 1950s) took pictures for the purpose of sexual arousal. The images were of acts that were life threatening. Glatman's pictures of his victims in apparently light bondage were taken shortly before he strangled them with the bondage rope.


Also exempt will be the photos of the sadistic sexual abuses at Abu Ghraib prison in 2003.
