The Government launched a consultation "On the possession of extreme pornographic material" in August 2005. The consultation response was produced August 2006. The consultation introduction stated "We believe most people would find this material abhorrent." and "This will mirror the arrangements already in place in respect of child pornography. The intention is to reduce the demand for such material and to send a clear message that it has no place in our society."

Consultation response

Vernon Coaker MP the Home Officer Minister with responsibility for bringing the legislation forward claimed [ on Radio 4] that 53 of 71 organizations that responded supported the proposals. In fact, 84 organisations responded, and 21 of the organizations that supported the proposals were police organizations. The constitutional propriety of the police commenting on policy rather than operational issues is open to question[1]. There were 313 responses from individuals, of whom 223 (71%) opposed the proposals.
