Contact with Met Police Inspector Bedwell, Obscene Publications Unit

At the Conway Hall meeting last Friday, John Lovatt, the Spanner
Trust's solicitor trustee, told the attendees that he was going to be
in touch with Met. Police Inspector Chris Bedwell, Obscene
Publications Unit of C O 14 Clubs & Vice Unit. We had met Inspector
Bedwell earlier this year at two workshops that the Trust had
organised to help further educate the film examiners at the British
Board of Film Classification about BDSM.

John told the attendees last Friday that he would report back when he
had heard from Inspector Bedwell. He has now had a reply to his email
to Inspector Bedwell:

So should we draft a group letter asking that we -- as one or a number of groups -- be consulted and outlining our ocncerns?

I've been trying to call John Lovatt this evening to confirm my
understanding of the "committee" that Bedwell refers to. Of course it
might have nothing whatsoever to do with the consultation but be the
Commons Home Affairs Select Committee as it was that about Bedwell
making a presentation to that Committee about which John spoke on
Friday last. I'll let you know when I have clarification from John.
Only then will it become clear whether there is an opening to be
used for a group letter

From the info that Hessie [the Civil Servant] gave us and the link
to the Cabinet Office Code of Practice for Consultations, it seems
that the Home Office SHOULD have carried out pre-consultation
discussions with interested parties. No one in the BDSM community is
indicating that they received any such approach from the Home Office
before the consultation paper was issued. It may be worth making a
Freedom of Information Act request to the Home Office to learn what
groups / individuals they had discussions with before issuing the
public consultation document. It may well be that no such groups who
would want to oppose the proposed actions were consulted. I know that
the Home Office are being very very slow in responding to FOI
requests and are frequently well outside the required time frame in
giving responses.

I have a look at making such a request when I'm back from Germany at
the end of the month
