Hi All

Read the list of the Goverment changes in today's Times and it seems Blair
made a clean sweep at the Home Office. Paul Goggins now moved to the Northern
Ireland Office as junior
Under Secretary of State in charge of the toilets (and the rest of the
prisons). This move in the past considered as demotion.

Wonder who will now be the minister concerned with the proposed legislation,
for better or worse?

Now this does sound like very good news, without someone like him to
keep pushing it, it may well die a quiet death.

Zadok the Priest and Nathan the Prophet appointed Goggins to the N.I. Office...AND ALL THE PEOPLE REJOICED...etc!

Seriously, one can only hope that the new minister (Vernon Coaker directly replaces Gormless, from what I can tell) will take one look at this massive can-of-worms they have generated for themselves on the issue of EP and decide not to bother.

I think one thing to note is that the consultation document was composed by Goggins and his counterpart at the SE. To some extent, one must assume that this pair has/had a particular interest in seeing the legislation come into being. Anyone coming into the vacated post, and taking on responsibility for this project, will be presented with a consultation that has not been run properly, a huge weight of evidence of public opposition to the proposals, made up of many consultation responses opposng new legislation, and whatever letters the department has received from concerned individuals (whether direct, or via those individuals' MPs), plus the lobbying that has been undertaken by several organisation who are part of the backlash campaign.

One can be slightly optimistic that the new minister in charge of seeing this through will have a) less of a personal investment in it and b) reason to think it might be better to bury it. Of course, they might select an MP for the job who has already made this a hobby-horse of theirs, and therefore has a similar investment in it, but I do not think that this can make things worse for us.
