Consultation document in HTML format

I've posted the complete consultation document as HTML. I hope this
will be much easier for people to work with on the screen than
scrolling up and down on the PDF file's two-column layout.

You can also link to a specific paragraph if you want to cite it as a
reference. How about paragraph 20, for example?

I believe that this version is word-perfect, but if you find any
content or formatting errors please let me know.

I hope this helps to make life a little easier and encourages more
people to actually read the consultation document, rather than
worrying about what they _think_ it says.

Yes, anyone can view or link to it. In the document upload section of Smartgroups you can set whether it's public to the whole web or private to the group. I set it to public.

For some reason, the body of your message isn't coming through on my email program.
