Can someone nominate themself to contact them all, asking for their support and asking them to complete a submission?

I think we have said

Ian Hislop

Michael Caine

Arthur Smith

Stephen Fry.

were there any others?

Just a thought... submissions to the consultation are a lot of work and the names of the authors lost in the morass. Would it not be better to have celeb names attached to a public letter. Maybe it would be better to draft a letter to the Times and invite them to put their names to it. Starting with a commitment from the easiest target (Caine?) and use his commitment to approach others.

Why should Sir Maurice Micklewhite be considered "the easiest target"?

Someone has to agree to take this on before we worry about strategy, methinks
