Home Office consultation - prior to issue of consultation document

I have just talked to the team leader at the Home Office unit
responsible for this consultation paper. In answer to my question as
to what community groups had been consulted prior to the issue of the
full consultation document, she replied "None"! "Only other
government departments".

Would that be any adequate grounds for insisting on delay and review, or would they be unlikely to be bothered with it? Could give us some more time?
